New Contacts have `preferred_mail_format`=NULL in international versions

            Description

            "I have noticed that new contacts created via the menu option New Contact. have a default value of NULL in the field preferred_mail_format. In this case it seems CiviCRM is sending emails with empty body means no text."

            Only happens in Internationalized version of CiviCRM. I can verify it under Drupal demo site, too.
