Installation pages don't refer to setting up cron, cron setup very developerish

      Description

      I noticed a problem with cron on a new WP site, and was surprised to find there is no documentation or reference to setting up cron in the installation guide anymore. I think we need instructions on how to set it up. I'm concerned that relying on users to have setup their CMS cron properly may be inadequate, particularly for WP as it has a poor man's cron that is checked every page load, and will be subject to the common issue of shorter timeouts on apache php compared to cli php.

      The documentation on cron has lately become very developer oriented, with unexplained instructions like 'Note that the parameters for the relevant scheduled jobs should be returned by running getfields on the relevant job. We really want the UI to leverage these getfields results for dynamic documentation'. So in addition to having a reference on how to setup cron from the installation page, this documentation needs to be made more admin friendly.

      Due to the importance and absence, I'm marking this as a critical bug in documentation.
