Base page template is incorrectly assigned

            Description

            There seems to be some confusion in the logic that assigns a page template to the CiviCRM base page. See:

            http://civicrm.stackexchange.com/questions/8904/wp-base-page-not-working-as-expected

            The default 'page.php' template is being over-zealously assigned in `CiviCRM_For_WordPress_Basepage::basepage_template()`.
