Recurring PayPal transactions fail with 'Transaction ID not set'

            Description

            On two separate sites after upgrade to 4.7.1 and 4.7.2, recurring payments though PayPal Pro fail with message 'Transaction ID not set.' These payments were working up until the upgrade and Civi was communicating fine with PayPal pro.

            I believe this is related to Paypal Recurring Transactions Are Broken in 4.7 and Paypal Interruptus - Wordpress w/ CiviCRM 4.7.1 and has something to do with inactive payment processors that trigger the fail.
