API for PCPs

            Description

            In the course of providing support to a client that makes extensive use of PCPs, I've added support for hooks and an API for PCPs.

            While I'm OK with supporting this via an extension, the hooks require that I override CRM/PCP/BAO/PCP.php. If I were to submit this upstream, would 4.7 be a reasonable target? Or at this point will it have to wait for 5.0?

            Feel free to assign this ticket to me and set the appropriate fix version, and I'll submit a PR appropriately. Note that the API will have to wait, since I don't yet have unit test coverage written.
