Incorrectly displaying country limit

      Description

      In Administer->Localization->Languages, Currency, Locations

      If you set available Countries to empty which is what the help text says will enable all countries and save it when you return to the screen it will only display United States in the field (Although it appears to save in the database correctly).

      When editing a contact it also only display United States as the only country able to selected.

      I believe they are both caused by the same issue in that the localization.setting.php files shouldn't have a default value for countryLimit or provinceLimit
