Online pledge payments paid through payment processor never complete

Pledge payments made through a contribution page with a payment processor remain pending even though the transaction is successful. The contribution record is updated properly as complete but the pledge payment is never credited toward the pledge. This will occur with payment processors using the Notify billing mode such as PayPal Standard and Payment Express.
