            Description

            This commit broke the ability to overwrite 'location' values in merging:
            https://github.com/civicrm/civicrm-core/commit/a50d7d84b5970e26261fe3134a10c7f91dcb5e56

            Please could it be reverted and the tests re-run?

            Marking this as critical since it is a data integrity problem.
