Unused TrackableURL::scan_and_replace method

This method doesn't seem to have been used since the great GIT migration. I've looked in FishEye and it looks like it used to be called in the Mailing BAO. But there are other functions in there now which do the same thing (getPreparedTemplates, getPatterns, getTokenData etc.).

So let's tidy tidy.
