Description
Hi,
CRM is missing Ningxia province for China. Based on ISO standard https://en.wikipedia.org/wiki/ISO_3166-2:CN it should be added to state_provinces.
I have verified https://github.com/civicrm/civicrm-core/blob/master/xml/templates/civicrm_state_province.tpl and it doesn't contain this region.
Moreover in CRM-10473 there are added cities for Ningxia region (Yinchuan, Shizuishan, Wuzhong, Guyuan, Zhongwei) and those should be removed from state_province as those are prefectures in Nginxia region (which is missing).
