File custom field for Organizations does not appear on View/Edit User Account profile

      Description

      Steps to reproduce:
      Create a custom group for Organizations.
      Add a File field to this group.
      Create a profile for View/Edit User Acccount.
      Add the field to this profile: select Organizations and then select then File field.

      On an organization's user/edit page, a tab appears for this profile.
      However, the File upload field does not appear on this tab.

      I cannot verify this on demo.civicrm.org because if I create a user with an attached organization contact, this user does not have access to custom data fields.
