Outbound email warning appears incorrect

            Description

            We are getting the system warning that outgoing mail is disabled.

            "Warning: Outbound email is disabled in system settings. Proper settings should be enabled on production servers."

            However mail is selected. This used to work okay in 4.6.x and earlier versions.

            Select Mailer mail SMTP Sendmail Disable Outbound Email Redirect to Database
