"Select Date/Time" form field does not support all options provided by the javascript calendar

In CiviEvent, the javascript calendar allows you to select date and time. However, the field has 15-minute increments, while the calendar allows all minutes. The result is that unless the minutes in the calendar match one of the values in the form minutes field, everything except the minutes gets set. One or the other should probably be changed.
