            Description

            1. Note that this feature was a bit persnickity in its original design – the permissions only show up if you (a) click "Enable workflow support for CiviMail", and (b) use Drupal, and (c) enable Drupal Rules.

            2. The bug is a regression from https://github.com/civicrm/civicrm-core/commit/221b21b4af3f804ee1b07f7f4ca062f89bbd47ac (after 4.6.beta*, before 4.6.0).
