Is pay later being set on the receipt when the contribution is already completed

The code that gathers data for receipts grabs 'is_pay_later' off the contribution page & assigns it. The templates interpret this as 'pending'.

We need to ignore whether the contribution page supports pay later when sending receipts as it has no bearing on the contribution
