Files cannot be uploaded via a profile form with a file upload field

            Description

            We have the following use case:
            Logged-in users need to upload files (scanned in documentation of their organization's legal status) to their civicrm contact record via a profile form.

            However, files cannot be uploaded via profile form. The error is "Could not move custom file to custom upload directory".
