First and last names for billing not displayed in confirmation screen

With the latest version of Civi, if you have a first and last name in a profile, and use a different first and last name in the billing section, the confirmation screen displays in the billing section the first and last name in the profile, not the name in the billing section. The 'My billing address is the same as above' is off. I've verified this with the demo site using drupal.

This is causing confusion with our donors. We have several transgender donors who prefer to use their current name even though their credit card info is in their legal name. So in a donor screen, Jennifer Paige would be the donor's name even though the credit card is in the name of George Paige. The confirmation screen would show Jennifer Paige in the billing address section.

Another example would be me. I'm known as Logan Bear even though my credit card is in the name of August Logan Bear. This hadn't always been the case, and I'm not really sure what is actually sent and stored in Civi, because donors have stopped at the confirmation screen.
