Navigation Menu Permissions Search Not Working Well

When attempting to add permissions to a navigation menu item the search does not actually work. It will pre-populate with all available permissions, but typing to search does not work.

To make it even worse, the order of the permissions listed makes it extremely difficult to navigate and find what you are looking for. The old method of adding permissions was easier than this one.
