Broken Links for Domains that contains 'xx'

            Description

            CiviCRM produces broken links for Installations that uses 'xx' in their URL.
            Reproduce it like follows:

            Install CivicRM with a Domain like: civicrm.civixx.de.
            Navigate to Administer -> CiviMail -> Email-Accounts.
            Click on edit for the default-account.
            Link-URL will be https://civicrm.civi1.de/civicrm/admin/mailSettings?action=update&id=1&reset=1

            There are other Link-URLs that won't work anymore. For example the Install-Button for Extensions.
