Description
I went to add a test to it & found no existing tests at the api level. There are some BAO ones but the BAO does not ensure the api continues to work & does not constitute a test contract. Adding a first test & in the process
1) setting a default rule (Unsupervised Contact)
2) removing the invalid error checking
