Convert the date fields relating to group caching & acl_caching to timestamp

            Description

            A recent bug crept into the clearing of group cache tables due to failure to account for timezone on the tables. Elsewhere we use the timestamp format for system date fields and it works well. We should convert these. Note that the conversion can be done in 4.6 and 4.7 as statements altering a field type do not cause clashes
