scheduled reminder emails do not respect do not email settings

            Description

            the scheduled reminders are not respecting contacts' privacy settings.

            • create a contact and flag as do not email
            • create a scheduled reminder that would be sent to the contact (e.g. setup a membership reminder)
            • trigger the job

            the email is received, overriding the privacy setting. the reminder also ignores if the email is on hold.
