Creating event templates throws an 'Invalid Entity Filter' exception

            Description

            Since CRM_Core_BAO_CustomGroupvalidate::SubTypeByEntity was added, it's not possible anymore to add event templates.

            This is reproducible on the master test site.

            I'm not sure what the best approach would be to fix this, as there were a lot of changes in that code and I can't assess the consequences of changes.
