Billing block isn't present on contribution page if no value is selected

A relatively recent regression came up with all the work handling pay later/multiple payment processors: If a contribution page doesn't have a dollar amount selected, the billing block isn't shown. This is a different behavior from 4.6. The use case here is a simple contribution page with a single payment processor.

I believe the old behavior is correct - show the billing block on page load.
