            Description

            This seems like a regression caused by CRM-17502:

            • create an event, allow multiple registration
            • configure to use only PayPal Express
            • simulate registration using more than 1 participant.

            CiviCRM will force people to go to Paypal before entering the information about the second participant. Before 4.7, it would show the "continue" button, so that the person can fill in the details of the other participants.
