CiviMail recipient count sticks on '(Estimating)'

            Description

            We just upgraded from 4.6.15 to 4.6.17 and the yellow recipient count in CiviMail sticks on '(Estimating)'. Console shows ajax internal server errors, and PHP error log shows:

            PHP Fatal error: Class 'CRM_Utils_SQL' not found in...CRM/Core/DAO.php on line 2416

            Reproduced on 4.6.x demo site, in as much as it sticks there too. Doesn't happen on demo site on 4.7.9.

            I'm looking for a likely candidate in the issues fixed in .16 and .17, but can't see anything yet.
