RTL menu support

            Hello,

            I found in your documentation, that it's know issue, that main menu is not aligned to the right when RTL language is enabled (https://wiki.civicrm.org/confluence/pages/viewpage.action?pageId=204832772).
            It's been known since 2014 and I cannot even find any issue for that on your Jira.
            I can fix that and include patch here, but didn't find any way to provide RTL css rules in CiviCRM. In drupal you simply create xxx-RTL.css file and rules are included when RTL language is displayed to user. Do you have anything similar in CiviCRM? If not, maybe I will be able to do that for CiviCRM
