Stop Merge links from dropping the limit parameter

When a search for merge contacts is done with a limit the limit needs to be in the url when someone is returned back to that page to ensure it applies.

This will still be the case if we implement a better batching interface - but we would also need to add offset, so I have tried to reduce the number of places where the basic url parameters are compiled.
