Create Group without selecting parent throws fatal error on dmaster

Create new group on dmaster.demo.civicrm.org throws a fatal error.

1) Navigate to http://dmaster.demo.civicrm.org/civicrm/group/add?reset=1
2) Type title, leave parent dropdown as it is and click Continue.
3) Fatal error is shown as "One of parameters (value: ) is not of the type Integer".
