$loginUrl token not populating in Drupal 7

There are a couple of issues with the $loginUrl token on a newly installed Drupal 7 Civi. This is most commonly noticed in the PCP functions.

To reproduce, create a contribution page, create a PCP page, and read the "Personal Campaign Pages - Supporter Welcome" email

Note two things please:

1. that if the Drupal users table is not set (at civicrm/admin/setting/uf ) the $loginUrl token is completely blank

2. Even if the Drupal users table is set, link simply comes up as 'users', without the http:// Contrast this to the "Go to your page" page link below and that link works fine.
