create report: should trigger popup for title/description

If you create a new report from template, preview the results, and then use the actions drop down to create the report (i.e. save it) – a popup should appear where the report title and description are entered. Currently, it proceeds with saving the report with a null title, which means it's not accessible anywhere.

This appears to be a regression, likely from the restructuring of report actions (moving them from buttons to the drop down). In 4.6 you did receive that popup on creation.
