4.7.11 upgrade fails for installs with multiple languages enabled

            Description

            The 4.7.11-rc upgrade fails for sites where Multiple Languages are enabled with the error message:

            ALTER TABLE civicrm_dashboard_en_US DROP COLUMN is_fullscreen [nativecode=1347 ** 'civicrm.civicrm_dashboard_en_US' is not BASE TABLE]

            Duplicate this by enabling Multiple Languages for 4.7.10 and then run the upgrade with the RC code.

            This seems related to these changes to CRM/Upgrade/Incremental/php/FourSeven.php added as a part of the Dashboard upgrades.
