Add Contacts to Group appears and Action do nothing for non-privileged users under Joomla

            Description

            Under Joomla at least, there are two issues with Relationship Reports at least viewed at the front end by a non-privileged user.

            1. Add Contacts to Group appears even when the user has no rights to edit groups.
            2. The actions list shows Save and Save a Copy as well as Print Report, Print to PDF and Export as Excel, but nothing happens if the user isn't privileged.

            This PR attempts to correct both issues.
