CiviMail bounce processing: substring for bounce reason is not multibyte aware

            Description

            The bounce reason is currently cut off after 254 Bytes when trying to insert it into civicrm_mailing_event_bounce. If that cut happens to be within a multibyte char you will get a DB Error: unknown error:
            Incorrect string value: '\xC3' for column 'bounce_reason' at row 1
