Packages HTML Quickform and HTML-Common are totally out of date

            Description

            Pear packages HTML-Common is replaced by HTML-Common2, Quickform is replaced by Quickform2. Upgrade of both is needed if wanting to upgrade smarty from 2-3 too (since in Quickform some kind of eval is called, and in smarty3 that no longer exists either).
