            Description

            This cropped up while I was going through some unanswered stackexchange issues.

            I couldn't see any tests that make sure that users with the 'do not email' or 'no bulk emails' flags are not emailed from CiviMail?

            Do correct me if I just missed it - otherwise it's one for the list of tests that should be added.
