Edit custom data adds extraneous rows to the database

            Description

            1 - Search for Contacts
            2 - View any contact (that does not have any custom data)
            3 - Custom Data Tab
            4 - Edit custom data
            5 - Add values for "Registered Voter ?" and "Degree Obtained"
            6 - Save
            7 - Check the database table "crm_custom_value" There should be two rows
            instead there are 4 rows. So 2 extra rows are added.
