CRM-1952 CiviMail uses wrong server's time for 'Send Immediately'

      Description

      Currently, when a mailing is scheduled to be sent 'immediately', the scheduled date gets set to the webserver's current time. This should be changed to the database server's current time, as the two servers can live in different time zones.

          1. we have not heard back on the forum

          2. i think there is no logic in using database time vs web server time (i.e. both have pros and cons) and the number of times a db server is in a different TZ than webserver is probably real small
