Description
Duplicate ticket.
CiviMail doesn't dedupe email addresses when sending regardless of "Dedupe by Email" setting.
Steps to recreate:
1. Create two contacts with the same email address
2. Add one to group A
3. Add the other to group B
4. Create and send a mailing to groups A and B
Result: Contact receives two identical emails.
