$renewal_mode is set in membership online receipt template only when no price set is used

            Description

            One of our clients reported an issue with their membership email templates where they want to use different text for a renewal.

            This has been working where there is no price set in use by using smart logic on the assigned $renewal_mode variable, however when converting the online contribution pages over to using a price set, this variable disappears.

            I've had a go at debugging this issue and it looks like an issue with logic on the is_quick_config flag doing too much that is not strictly related to it - though ultimately I was unable to get this information across to the receipt email.
