importing record with external_identifier that matches with a deleted contact results in traceback

            Description

            This seems to have been raised in CRM-17275, however, this angle of the problem was not addressed.

            I think the suggestion that a matching contact in that trash should:

            • Be restored
            • Then updated

            Makes the most sense.
