Skip row and keep importing if matching this contact based on the de-dupe rule would cause an external ID conflict

CiviCRM does a good job ensuring that we won't try to import a record if it has an external identifier that already exists in the database.

However, rather than a full stop, we should continue the import and record the problem row for the user to review.
