Mailings fail in Multilingual post 4.7.13

            Description

            MailingGroup.get api fails when multilingual is enabled in 4.7.13+ - this causes white screens on civimails. It is a new regression from 4.7.12 which I did not trap

            This can be replicated on a PR build by turning on the multilingual - an error results when doing this, which might be the cause - but I missed the backtrace. Going to create a new mail gives a white screen & MailingGroup.get fails in the api explorer
