Smart Group criteria (Tags) are not being retained when using 'Edit Smart Group criteria'

            Description

            After creating a Smart Group based on Tags (other than Non-Profit), using the Edit Smart Group Critiria reveals that the original setting is lost and instead Non-Profits is selected.

            This has been confirmed on d46 ie 4.6.24 but does not affect 4.7.x it seems

            Was originally reported in https://issues.civicrm.org/jira/browse/CRM-19624

            This is also very similar to the next ticket I will create 19706 where Activity Status are not retained when using Edit Smart Group criteria, but in that case it does also affect 4.7.x
