New Mailing Stuck Initializing

            Description

            This is a new bug (which I think existed before) affects the multilingual implementation of 4.7.13
            When you try to do a new mailing the system gets stuck "Initializing...."' in tracking the error it shows the following in the console

            The console error is: http://[mywebsite]/civicrm/ajax/rest?entity=MailingGroup&action=get&json=%7B%22mailing_id%22%3A%2223%22%7D Failed to load resource: the server responded with a status of 500 (Internal Server Error)
