Event CC email confirmation not sent when paying with PayPal

            Description

            A client on a Drupal 7, CiviCRM 4.6.23 installation, has reported that CC emails for Event confirmation are not being sent when users pay using PayPal. The invoice CC emails get sent out, but not confirmation CC emails. This issue is not observed when using the Pay Later option.

            Pay Pal processes the payment, and the contribution is completed in CiviCRM.
