performance impact from ft-ACLs

            Description

            Although I do not have financial ACLs enabled I am hitting multiple places in the code (e.g contribution search & api) where a financial acl clause is being added to the query.

            This has a performance impact but no user impact. However, the ACL clause should only be added when financial acls are enabled and the contact does not have permission to see them all.
