            Description

            If you install an extension under `$cmsRoot/vendor/org.example.foo` and load a resource file (*.css or *.js), the resulting URL contains an extraneous `/` (eg `http://example.org//vendor/org.example.foo`).

            This is an offshoot of CRM-19690.
