drush cvup wrongly says the system is already upgraded

            Description

            When running drush cvup --tarfile=..., the last step should run the civi upgrade script but instead produces a message saying it has already been upgraded to the original version.
            Eg, upgrading from 4.7.14 to 4.7.15 says:
            You are already upgraded to CiviCRM 4.7.14

            The upgrade can be completed via the browser.
