Add option to install Civi in a separate DB than the Drupal DB

      Description

      Currently the D8 installation process installs into the same database as Drupal. We need to have at least some way for people to choose to do a separate db, even if its a setting in the settings.php or a yaml file in the module.

      If there is a way already to do this, then it should be documented in the Drupal 8 installation guide...which I'll volunteer to create wherever you'll want to put it
